Overview
This course teaches you to manage disease outbreaks using real-life case studies and roleplay practice scenarios. An outbreak occurs when there is an aggregation of disease in the population of a geographic area during a specific time period. Drawing from actual experiences of the public health authority, from clusters of endemic disease to pandemic events involving influenza and corona viruses, you will obtain insights into epidemic intelligence services training. You will gain skills and perspectives crucial for preparedness and prevention, grasping the essence of health emergencies and communication strategies. Emphasising the core role of an efficient outbreak management system in averting widespread morbidity and mortality, this course integrates socio-behavioural sciences with global-urban health security concerns and tools for clinical, epidemiologic, environmental and microbiologic investigation. It is designed to prepare professionals with skills to anticipate and handle outbreak situations confidently and effectively.
Course Objectives
At the end of the course, participants should be able to:
- Apply field epidemiologic methods in modern lifestyle contexts to undertake outbreak analytics, surveillance, and risk assessment for vulnerable groups.
- Develop a systematic investigative approach using proper case definition, active case finding, hypotheses, data analysis and inferential epidemiology.
- Develop proficiency in community engagement, negotiations, and advocacy for comprehensive whole-of-society prevention and control actions.
- Demonstrate understanding of global-urban health security and trust-building through effective communications and outbreak reporting.

Entry Requirements
- Bachelor’s degree
- Relevant public health related work experience
- Candidates with other qualifications and experience may be considered on a case by case basis, subject to approval
- Preference for those interested in global health issues
Assessment & Certification
This is a SkillsFuture Singapore (SSG) approved course. As part of SSG funding requirements, participants have to achieve at least 75% attendance and pass all assessment(s)/examination(s).
An electronic certificate will be issued to all participants who complete the course:
- Certificate of Competence – Attain a ‘C’ grade or above and meet a minimum of 75% attendance
- Certificate of Participation – Attain a grade lower than ‘C’ and meet a minimum of 75% attendance
Course Instructor
Adjunct Associate Professor Steven Ooi
Adjunct Associate Professor Steven Ooi is a medical doctor and senior consultant epidemiologist who obtained his postgraduate training at the National University of Singapore and the Johns Hopkins University. He is currently the director of the Singapore Field Epidemiology Training Programme (FETP) network and associate director for the preventive medicine residency program. Undertaking communicable disease control at the National Center for Infectious Diseases, his interests cover urban health security, outbreak management, and field epidemiology. He has been the past deputy director of the Ministry of Health, deputy director of the Institute of Environmental Epidemiology (a World Health Organization collaborating center for environmental epidemiology), and senior assistant commissioner of public health in the Ministry of the Environment.

- Self-Sponsored participants can use their SkillsFuture Credits to pay for or offset course fees. SkillsFuture Credit claim has to be submitted to SkillsFuture Singapore (SSG) within 60 days before course commencement. SSG will not allow claims to be made after the first day of the course.
