About Us
The Centre for Health Intervention and Policy Evaluation Research (HIPER) was established to meet the growing demand for robust, policy-relevant evidence to guide resource allocation and healthcare decision-making in Asia. By collaborating with governments, global funders, non-governmental organisations, and industry partners, the Centre conducts applied health systems and policy research, health technology assessment (HTA), and programme evaluations to measure the value and impact of health interventions. Furthermore, HIPER actively strengthens regional HTA capacity through advisory services, training, software development, and collaborative networking, driven by the belief that stronger research leads to better-informed decisions and more sustainable, equitable health systems.
Expertise and Services
1. Core Methodologies & Functions
- HTA & Economics: Conducting cost-effectiveness, cost-utility, cost-benefit, and budget impact analyses, alongside early HTA, horizon scanning, and real-world evidence (RWE) synthesis.
- Programme Evaluation: Designing and executing comprehensive outcome, impact, process, and implementation evaluations using robust mixed-method research designs to assess scalability, effectiveness, and health outcomes.

- Health Services & Digital Health: Hospital or cluster-level care models, clinical pathways, digital health solutions, and AI-enabled medical services.
- Community & Preventive Health: Community-based health interventions, behavioural change and preventive health programmes, and telehealth-enabled care models.
- Social & NGO Health Initiatives: Social service sector initiatives, NGO-led health programmes, and population health initiatives designed to improve patient experience.
3. Delivery & Capacity Building Channels
- Knowledge Transfer: Hosting international delegations and contributing to global healthcare discourse through high-level speaking engagements.
- Capacity Building: Designing and delivering specialised training, professional short courses, academic symposia, and collaborative learning events.
- Strategic Advisory & Research: Providing tailored programme evaluations, health-economic modelling, and strategic consulting to health systems, policy-makers, and industry partners.
