Overview
This 3-day executive programme equips leaders and managers to improve performance and value in complex service systems, with healthcare as the primary applied context. Participants will learn how to define “quality” and “value” in operational terms, distinguish signal from noise in data, and translate insights into practical changes that stick.
The course blends improvement and implementation science, and systems thinking, using case work, hands-on tools, and simulations. By the end, participants will be able to design an end-to-end improvement approach, from problem framing and measurement strategy to testing, adaptation, and scale grounded in real-world constraints and stakeholder dynamics.
Course Objectives
At the end of the course, participants will be able to:
- Define and critique “quality” and “value” for healthcare decision-making using anchor frames such as Quadruple Aim and value-based care to set priorities across micro–meso–macro levels.
- Apply the IHI Model for Improvement (MFI) to translate real problem into a clear aim, a testable change strategy and design practical PDSA ramps for real-world implementation.
- Develop and use a measurement-for-improvement approach, including run/control charts, to distinguish common-cause vs special-cause variation, avoid inappropriate reactions such as “tampering”, and identify actionable improvement opportunities.
- Construct a coherent improvement logic driver diagrams, logic models and Theory of Change, linking interventions to mechanisms and measurable outcomes to communicate, guide implementation and evaluation.
- Drive, evaluate and adapt system transformation approaches for scale and sustainment, drawing on Dartmouth Clinical Microsystems/3M model, WHO Health Systems Building Blocks, and complexity frameworks (e.g., Cynefin) to guide leadership choices on governance, adoption, and spread.

Pre-requisites
- Bachelor’s degree
- At least 2 years of experience in healthcare or complex service organisations and be involved in, or accountable for, quality, safety, operations, analytics, or system improvement.
Certification
An electronic Certificate of Participation will be awarded to participants who passed all assessments and meet a minimum requirement of 75% attendance rate.
Course Instructor
Adjunct Associate Professor Ng Yeuk Fan
Dr Ng Yeuk Fan is a Senior Consultant Public Health Physician experienced in health systems and services planning and evaluation, healthcare corporate transformation, organization development and change management.
He is currently Director & Head of Corporate Development in Yishun Health, a member of the National Healthcare Group. As the Director, he is responsible for value based care & services planning, health system & services evaluation, insights & analytics, corporate planning, and organization development. Ongoing focus areas include the development and deployment of a Unified Care Model for the Yishun Zone Regional Health System in NHG, development of a health system and health services performance measurement framework, value-based transformation of lifelong care and episodic care services, development of person-centered needs assessment tools, implementation of needs-based population segmentation tool, development of population outcomes and financial risk prediction models, deployment of population health survey for the North of Singapore, development of a unified data model for population health systems, and development of organization development methods to accelerate health system transformation.
Dr Ng is an Adjunct Associate Professor in the Saw Swee Hock School of Public Health, as well as Adjunct Associate Professor in the Health Systems & Services Research Program in the Duke-NUS Medical School. He is also a physician faculty in the National Preventive Medicine Residency Programme in National University Health System, and a clinical teacher in the Lee Kong Chian School of Medicine.
His academic interests include the application of systems thinking, design thinking and complexity thinking in health systems, value based care, integrated care, population health systems and health system transformation.

Adjunct Lecturer Bang Chungli
Dr Bang Chungli is a senior assistant director and a public health improvement specialist clinician with the National Improvement Unit at MOHT, Singapore, where he leads the Improvement Insights and Data Analytics arm of the unit.
Currently, he is driving three large-scale improvement initiatives—the National Diabetes Collaborative, the National Peritoneal Dialysis Collaborative and the Primary Care Network Consultation Programme—focused on enhancing community-based care for individuals living with chronic illnesses and end-stage renal disease. In addition, he leads the value-driven diabetes care initiative with the Patient Safety and Quality Improvement (PSQI) Division, Ministry of Health, aligning his efforts with key national strategies such as the War on Diabetes, the 3 Beyonds, and Healthier SG.
Drawing on his prior experience as a frontline clinical doctor, he brings valuable insights to transformative healthcare solutions. His approach emphasizes relationship-centred care, moving beyond traditional paternalistic models to foster a more people-focused and data-driven health system.
