Appointment of Associate Professor Feng Mengling (“Mornin”) as Domain Leader (Biostatistics, Modelling, AI & Data Analytics [B.MAD])
In this leadership role, Assoc Prof Feng will steer the domain’s teaching and research efforts, working closely with the School’s leadership and faculty to broaden its scope and further enhance the quality, impact, and dynamism of its activities.
Assoc Prof Feng research is dedicated to transforming raw medical and health data into actionable solutions for real-world public health and healthcare settings. His work has achieved considerable impact, including the development of AI models for breast cancer mammogram analysis and the creation of an AI-driven assistant to support emergency call handling in collaboration with Civil Defence.

Appointment of Associate Professor Adeline Seow as Domain Leader (Epidemiology)
In this leadership capacity, Assoc Prof Seow will continue to oversee the domain’s teaching and research activities, partnering closely with the School’s leadership and faculty to drive innovation and maintain excellence across its initiatives.
Recognised for her outstanding leadership and contributions to the University and the School, she was instrumental in establishing and directing the School’s flagship Master of Public Health (MPH) programme before being seconded to launch and lead the College of Alice & Peter Tan (CAPT) as its inaugural Master in 2011. Her research, with a focus on cancer epidemiology and prevention, has also greatly enriched the teaching of undergraduate modules in evidence-based medicine and disease prevention.

Appointment of Associate Professor Wee Hwee Lin as Domain Leader (Health Systems & Policy)
In this role, Assoc Prof Wee will lead the domain’s teaching and research agenda, working collaboratively with the School’s leadership and faculty to strengthen its academic offerings and research excellence.
Assoc Prof Wee’s research focuses on health services research and health technology assessment, with particular emphasis on patient care, policy formulation, and evaluation. Her work has directly influenced national healthcare policies, including the economic evaluation of diabetes under Singapore’s War on Diabetes initiative.

Appointment of Dr Raymond Lim as Domain Leader (Social & Behavioural Sciences)
Dr Lim will drive the domain’s teaching and research initiatives, collaborating closely with the School’s leadership and faculty to broaden its impact and advance its contributions to public health in this role.
A passionate and highly regarded educator, Dr Lim brings a dynamic and committed approach to teaching, inspiring both students and colleagues. His research encompasses health promotion, public health communications, and public health education pedagogy, where he continues to foster meaningful scholarship and innovation.

Appointment of Assistant Professor Wang Yi (Billy) as Co-Director (HTA), Health Intervention and Policy Evaluation Research (HIPER)
A well-recognised and valued member of the School, Asst Prof Wang first joined us as a Postdoctoral Fellow in 2017 before being promoted to Senior Research Fellow in 2021. He holds a Bachelor of Science in Mathematics and Economics from Nanyang Technological University and a PhD in Economics from the National University of Singapore, reflecting his strong interdisciplinary training at the intersection of economics, mathematics, and health.
Asst Prof Wang’s research expertise lies in applying a wide range of economic analyses to address critical questions in health and healthcare policy. His work spans early health technology assessment (early HTA), traditional HTA, and studies on patient preferences and decision-making. He has led major research initiatives including grants from the National Medical Research Council’s New Investigator Grant, the Singapore Cancer Society, and Precision Health Research, Singapore (PRECISE), focusing on public preferences for cancer screening. He also co-founded the Medical Innovation Development and Assessment Support (MIDAS) unit and currently serves as its Co-Director, leading early HTA projects in both Thailand and Singapore.
Asst Prof Wang’s robust academic background, demonstrated research leadership, and deep expertise in health economics and technology assessment make him exceptionally well-qualified to co-lead HIPER’s HTA activities. His appointment will further strengthen the School’s capabilities in advancing impactful, policy-relevant research to improve health outcomes.

Redesignation of Ms Quake Ai Li as Chief of Staff
Since joining the School in July 2012, Ms Quake has consistently demonstrated outstanding leadership and strategic acumen. Over the years, she has worked closely with the leadership team, making significant contributions to the School’s strategic planning, operational excellence, and organizational development.
Through her unwavering commitment and expanding responsibilities, Ms Quake has played key role in strengthening cross-departmental collaboration, improved operational efficiency, and driving key institutional initiatives. Her ability to foster alignment across diverse functions and champion a culture of excellence has been instrumental in advancing the School’s mission and goals.
In her new role as Chief of Staff, Ms Quake will take on an expanded leadership role, working alongside the School’s leadership team to provide strategic guidance and operational oversight. She will oversee cross-functional coordination across administrative units and help accelerate the execution of institutional priorities. Her strategic insight, organizational leadership, and dedication to continuous improvement will be invaluable as we enter the next phase of our growth and impact.
