Overview
This course delves into the intricacies of quality improvement and performance management within healthcare services and health systems. Using diverse stakeholder and different systemic perspectives, and exploring and practising different frameworks, tools, and systemic methods, students will learn to critically assess and formulate quality of care and value-driven outcome indicators as well as learn to manage healthcare and health system performance and improvement.
Practical application is emphasised as students will engage in a quality improvement initiative in the real world, as well as discuss managing and enhancing institutional performance using appropriate quality improvement frameworks and tools.
The course will emphasise the systemic and emergent nature of quality improvement within large and complex adaptive healthcare systems, to enable students to learn about leading and sustaining a culture of continuous quality improvement across the range of healthcare and health system settings and contexts.
Course Objectives
At the end of the course, participants will be able to:
- Analyse and critique care quality, safety, outcomes and value in healthcare services and health systems from different stakeholder and systemic perspectives
- Apply appropriate frameworks, tools, and systemic methods to critique and formulate quality of care and value-driven outcome indicators and targets systematically.
- Apply appropriate frameworks, methods, and tools to manage and improve the performance of healthcare institutions and health systems in terms of quality of care, safety, outcomes, and value.
- Demonstrate an improvement initiative in real-life using learnings covered in this course ; built upon the key principles of improvement science that supports systematic planning, design, conduct, and evaluation of quality improvement efforts.
- Recognise the systemic and emergent nature of quality improvement and performance management in large, socio-technologically complex adaptive systems such as health systems and healthcare services; and recommend appropriate approaches for leadership to drive and sustain practice and culture of quality improvement.

- Bachelor’s degree
- Relevant public health related work experience
- Candidates with other qualifications and experience may be considered on a case by case basis, subject to approval
Assessment & Certification
This is a SkillsFuture Singapore (SSG) approved course. As part of SSG funding requirements, participants have to achieve at least 75% attendance and pass all assessment(s)/examination(s).
An electronic certificate will be issued to all participants who complete the course:
- Certificate of Competence – Attain a ‘C’ grade or above and meet a minimum of 75% attendance
- Certificate of Participation – Attain a grade lower than ‘C’ and meet a minimum of 75% attendance
Course Instructor
Adjunct Associate Professor Ng Yeuk Fan
Dr Ng Yeuk Fan is a Senior Consultant Public Health Physician experienced in health systems and services planning and evaluation, healthcare corporate transformation, organization development and change management.
He is currently Director & Head of Corporate Development in Yishun Health, a member of the National Healthcare Group. As the Director, he is responsible for value based care & services planning, health system & services evaluation, insights & analytics, corporate planning, and organization development. Ongoing focus areas include the development and deployment of a Unified Care Model for the Yishun Zone Regional Health System in NHG, development of a health system and health services performance measurement framework, value-based transformation of lifelong care and episodic care services, development of person-centered needs assessment tools, implementation of needs-based population segmentation tool, development of population outcomes and financial risk prediction models, deployment of population health survey for the North of Singapore, development of a unified data model for population health systems, and development of organization development methods to accelerate health system transformation.
Dr Ng is an Adjunct Associate Professor in the Saw Swee Hock School of Public Health, as well as Adjunct Associate Professor in the Health Systems & Services Research Program in the Duke-NUS Medical School. He is also a physician faculty in the National Preventive Medicine Residency Programme in National University Health System, and a clinical teacher in the Lee Kong Chian School of Medicine.
His academic interests include the application of systems thinking, design thinking and complexity thinking in health systems, value based care, integrated care, population health systems and health system transformation.

Adjunct Lecturer Bang Chungli
Dr Bang Chungli is a senior assistant director and a public health improvement specialist clinician with the National Improvement Unit at MOHT, Singapore, where he leads the Improvement Insights and Data Analytics arm of the unit.
Currently, he is driving three large-scale improvement initiatives—the National Diabetes Collaborative, the National Peritoneal Dialysis Collaborative and the Primary Care Network Consultation Programme—focused on enhancing community-based care for individuals living with chronic illnesses and end-stage renal disease. In addition, he leads the value-driven diabetes care initiative with the Patient Safety and Quality Improvement (PSQI) Division, Ministry of Health, aligning his efforts with key national strategies such as the War on Diabetes, the 3 Beyonds, and Healthier SG.
Drawing on his prior experience as a frontline clinical doctor, he brings valuable insights to transformative healthcare solutions. His approach emphasizes relationship-centred care, moving beyond traditional paternalistic models to foster a more people-focused and data-driven health system.

Remarks:
- All enrolled candidates will also be required to pay a Student Services Fee of S$25.70*.
- Self-Sponsored participants can use their SkillsFuture Credits to pay for or offset course fees. SkillsFuture Credit claim has to be submitted to SkillsFuture Singapore (SSG) within 60 days before course commencement. SSG will not allow claims to be made after the first day of the course.
