Koeut Pichenda has recently been promoted to Deputy General of the General Secretariat of the National Social Protection Council (GS-NSPC), moving from the Ministry of Health to the Ministry of Economic and Finance. She is an Associate Professor providing lectures at the School of Public Health in the National Institute of Public Health and the University of Health Sciences, Phnom Penh, Cambodia.

Since 1997, Pichenda has been involved in different fields of work to improve community development and public health in Cambodia, such as the Tobacco Control Program, TB Control Program, Non-Communicable Disease, Health Equity and Social Protection as a researcher, health promoter, program coordinator, program manager, and Lecturer.
