Benjamin ONG Shao Kiat

Benjamin is Director (MOCA) at the Agency for Care Effectiveness (ACE), Ministry of Health. In this capacity, he leads strategic oversight across economic modelling, utilisation review and outcomes evaluation, consumer engagement and education, horizon scanning and health technology adoption functions, directing cross-functional teams to support national health technology assessment (HTA) programme. His work informs subsidy decisions for drugs, vaccines, gene therapies, and medical technologies through economic evaluations and real-world data analyses, while also championing patient involvement in HTA and the development of consumer-facing health resources.

Benjamin began his healthcare career as a pharmacist at the National University Hospital Singapore, before serving as Deputy Director at the Health Sciences Authority, bringing both clinical and regulatory foundation to his policy work. Regionally, he is the immediate past President and Board member of HTAsiaLink, a network of organizational and individual members who are involved in HTA research and evidence-based policy decision-making in Asia and Pacific region, Benjamin plays a key role in fostering capacity building and regional collaboration in healthcare decision-making.
