Workshop: HTA - Selecting the Highest Value Care (7-8 Jan 2020)

  • What is the role of health technology assessment (HTA) in health decision making?
  • What are the processes and methods adopted by the various HTA entities in Singapore and the region?
  • How has the role of HTA evolved in the context of Universal Health Coverage?

The workshop aims to provide an overview of how to conduct and use HTA to support decision-making about technology and health policy at the national level. While some technical details of HTA will be introduced, this is not an advanced course and is not intended to enhance technical skills in conducting economic evaluation models. The workshop will be conducted in the form of presentations, group discussions using case studies and short individual practical exercises. The 2-day workshop will be followed by a symposium on the third day (9 Jan 2020).

Objective

  • Introduction to HTA and learn how is it conducted
  • Knowledge sharing about conducting and reporting health economic evaluations in accordance with best practices applicable to the region
  • Better understanding of other important factors in policy decision-making that can be incorporated into an HTA process

Focus

  • Model-based health economic evaluation – Markov models
  • Using EQ-5D instrument to elicit health state preferences in case scenarios

Symposium: Introduction to Policy Economy of Universal Health Coverage (9 Jan 2020)

The symposium focuses on the use of HTA in policy and practice at the country level with case studies sharing by Japan, Philippines, Singapore, South Korea and Thailand, as well as at the global level by the World Health Organization (WHO). Representatives from the national authorities and WHO will share the processes, requirements and policy impact of using HTA to inform policy decisions and recommendations.
