Dr Chew Suok Kai obtained his degree in Medicine and Surgery from the University of Singapore in 1978 and a Master degree in Public Health from the National University of Singapore in 1990. In 1993, he received training in AIDS epidemiology under a Fogarty Fellowship at the Department of Epidemiology, School of Public Health, University of California Los Angeles, USA. In 1994, he was elected a Fellow of the Academy of Medicine Singapore in Public Health Medicine. In 1996, under the World Health Organisation and the Singapore Government Health and Manpower Development Plan scholarships, he studied Epidemiology at the London School of Hygiene and Tropical and Medicine, University of London, UK, where he obtained the Master of Science degree and Diploma in Epidemiology in 1997.

Dr Chew held a wide range of positions in the field of medicine and public health. He was involved in various aspects of clinical and epidemiological work related to infectious diseases and non-communicable diseases. After graduation from medical school in 1978, he worked as Medical Officer in several hospitals in Singapore. In 1992, he was the Deputy Medical Director of the Communicable Disease Centre and its Medical Director in 1994. In 1995, he served as Deputy Director of Research and Epidemiology at the Singapore Ministry of Health and was concurrently Special Assistant to the Permanent Secretary of Health and Director of Medical Services. In 1997, he assumed the position of Director of Epidemiology and Disease Control upon his return from study in the UK.

In 2003, he was appointed the Deputy Director of Medical Services [DDMS] (Epidemiology and Disease Control) and was responsible for the prevention and control of non-communicable and communicable diseases and medical emergency preparedness for civil disasters and national emergencies. In 2008, as DDMS (Health Services) he developed and promoted integrated and holistic healthcare services across the entire continuum in order to achieve optimal health outcomes for Singaporeans. At the same time, he continued to oversee matters related to epidemiology and disease control. He served as DDMS (Public Health) from 2010 to 2011 and was responsible for the prevention and control of major diseases of public health concern, medical emergency preparedness and international health cooperation. From 2012 to 2016, as DDMS (Health Regulation), he assumed the responsibility for national health regulatory matters, biomedical research and ethics, and biosafety. In 2017, he was appointed Senior Advisor in the Ministry to provide expert professional advice and guidance on matters related to health regulation, public health and epidemiology, which includes prevention and control of diseases, and international cooperation.

He was appointed Council Member of the Singapore Medical Council [SMC] by the Minister for Health in 2010 and is SMC’s Deputy Registrar from 2011 to 2016. He was also the SMC’s Executive Secretary [ES] of the Professional Conduct and Professional Standards Division from 2010 to 2012 and ES of the Administration, Registration, Accreditation and Surveillance Divisions from 2013 to 2014. On the academic front, Dr Chew is Adjunct Associate Professor with the Saw Swee Hock School of Public Health, National University of Singapore, and a member of the Lee Kong Chian School of Medicine and Duke-NUS Academic Affairs Committees. He is also a member of the Residency Advisory Committee for Preventive Medicine.

Dr Chew received the National Day Awards, the Public Administration Medal (Silver) for Overcoming SARS in 2003, the Long Service Medal in 2007 and the Public Administration Medal (Silver) in 2016. He also received a Special Commendation Award at the National University of Singapore University Awards in 2004. In 2017, he received the Singapore Medical Association Merit Award for significant contributions to the medical profession and the advancement of public health in Singapore.

Dr Chew has played a significant role as a member of national and international expert and advisory committees related to disease prevention and control as well as health services planning, including the WHO Executive Board, the Regional Emerging Diseases Intervention Centre Scientific Advisory Group, the Public Utilities Board External Audit Panel, the National Medical Research Council and the Health Promotion Board as a Board Director. Dr Chew has published extensively on infectious diseases and non-communicable diseases, and is a reviewer of peer-review scientific journals.
